Development and expansion requests on horizon for city

Look for new development in the coming months between the Red Giraffe and Misty’s Dance Studio.

The Onalaska Plan Commission subcommittee reviewed a request by Derek Swanson with Three Rivers Development to subdivide the property at 990 12th Ave. S. on Tuesday night.

“It is our intention to sell it,” Swanson said after the meeting. However, he declined to name the party interested in buying the property.

The request from Swanson is to subdivide the 70,664-square-foot parcel into two lots; one 29,291-square-foot lot that will be sold to the unnamed developer and the other, that includes the Red Giraffe, will be 41,373 square feet.

The subcommittee agreed to move the request to the full Onalaska Plan Commission for review at its meeting Tuesday, July 22.

The subcommittee also moved forward to the full plan commission a request by Mark Chafoulias to subdivide a lot in the Country Club Estates area. Chafoulias would like to subdivide a lot that is 184,772 square feet into two lots: one 50,000 square feet and the other 134,000 square feet.

In his request, Chafoulias said the existing lot size would leave frontage that is way out of proportion to the six homes already constructed.

Having two lots would maintain street frontage, original setbacks, shape and buildable area consistent with the entire addition.

In addition to Swanson and Chafoulias’ request, the commission will hold a public hearing on a request by the Onalaska Church of Christ on Well Street for a conditional use permit to construct an addition on the church property. According to plans submitted to the city, the church will be adding about 5,000 square feet of space for seven classrooms and two restrooms. Parking will also be expanded along Well Street for about 20 additional car stalls.

The city planning department has recommended 10 conditions to the granting of the conditional use permit which include requirements for sidewalks, 40-foot structure setback and 25-foot parking lot setback minimums and parking areas be screened from adjacent residential areas with landscaping.

The public has the opportunity to comment, either for or against this addition, at the hearing held at 7 p.m. on July 22.

There will be a second public hearing Tuesday night in regard to an ordinance revision to update Chapter 3 of the Zoning Code that will add a new section to the code for an economic development overlay district. That will be held at 7:10 p.m. on July 22.
